His graphics person needs to put those gifs on a transparent background instead of trying to match the grey, because you can see the little outline of a box around them – the background is a standard web palette color but the way it’s displayed by the monitor will vary slightly. um, in general can’t he afford to hire a better designer? it could look a lot slicker than it does, he’s a media personality, get a site that is current.
“joescarborough.com” was first registered in 2002. I don’t know if it was registered by Joe Scarborough or not .
The domain pointed to “From the Pub” in 2005. It then became “Scarborough Country” in December 2005. That lasted until July 2009 when it became “Joe Scarborough”. All these pages were about Joe Scarborough.

^Yes, it does look pretty shaky. What most websites looked like about five-seven years ago. Something you can do on your own with web software.

Does he have enough to attract eyeballs? Or is this just vanity plates?

Lots of TV people have websites like that. I just would have expected it to look better.
